The 23-year-old is the fourth announcement by head coach Mel Andreatta and joins fellow Matildas Clare Polkinghorne and goalkeeper Mackenzie Arnold at the club.
"We're delighted to welcome Hayley back to Brisbane for the upcoming season," Andreatta said.
"She will be such a great addition to our team. Hayley is a player who has proven top-level experience and has been in excellent form for Portland and the Australian National Women's side.
It will be Raso's second stint at her home state club after making 24 appearance for the two time champions between 2013 – 2015. Raso spent Season 9 at Canberra Untied helping the team to their third W-League Premiership.
She is also the second forward to commit to the club after Hong Kong International striker Wai Ki Cheung.
"I am confident that Hayley's speed will cause opposition defenders plenty of problems this season,"Andreatta continued.
"Not to mention her infectious winning mentality she will bring to our squad."
Raso is currently playing with the Portland Thorns and will join the club at the conclusion of the Thorns' NWSL finals campaign.
Brisbane's opening round match will be against traditional rivals Sydney FC in a blockbuster clash at Allianz Stadium on Friday, 27 October.
