Playing all 22 matches (starting 19), Reed has been one of the key components in the league winning Seattle Reign defence that also contains familiar Melbourne Victory names Kendall Fletcher and Lauren Barnes.
“Elli Reed is a high-quality player and we’re thrilled to welcome her to the club,” said Victory head coach Joe Montemurro.
“She is a versatile player and I have no doubt she’ll prove to be a great signing as a direct replacement for Jessica Samuelsson on the right side of the pitch.”
The replacement of Samuelsson with a "like for like" defender is crucial for a Victory team whose championship was anchored in a strong defensive unit.
Like the Swede, 25 year old Reed is strong in defence while her pace and stamina also allows the fullback to join in attacks and provides a more balanced side with Stephanie Catley on the left.
Reed, who is currently preparing for Reign FC’s NWSL final against Kansas City on Sunday, will not be available for selection until the Round 3 clash away to Sydney FC.

The Victory have also announced the return of goalkeeper Brianna Davey. While it is little surprise the custodian is returning, the 19 year old is still a key piece of the Victory defence.
Davey played all but two of Melbourne Victory's matches last season with several strong performances including in the semi final win over Sydney FC and the Grand Final against Brisbane Roar.
Also returning for another season are fellow Victorians Tiffany Eliadis (forward) and Alexandra Natoli (defender).
A proven goalscorer in the Victorian Women's Premier League, forward Eliadis will be looking to translate that form onto the W-League as will young defender Natoli.
Melbourne Victory will announce more squad signings this week.
