Simon departed City's W-League grand final win with a hamstring injury that could see her miss the Algarve Cup.
Australia's attacking stocks are already depleted for the Portugese competition, with Foord suffering an injury in the W-League semi-finals.
While City went on the win their third successive W-League crown, Simon said it was a bittersweet occassion for her.
"If I had it my way I'd obviously still be on the plane to go it's out of my control," Simon told AAP.
"It just depends on how bad it is - if it's over two or three weeks that rules me out.
"It's disappointing and bittersweet. We got the job done and I'm happy we won the championship.
"It's an enormous achievement. I'm so proud of all the girls."
