Kennedy and Raso both came off the bench in Thursday's victory over Spurs, coming on in the 80th minute following their return from Australia's disappointing Women's Asian Cup campaign in India.
City were already 3-0 up by that stage, thanks to goals from Jess Park, Bunny Shaw and Lauren Hemp.
They'll be attempting to stop Chelsea from claiming a hat-trick of League Cups in the final at Plough Lane on March 5.
Kerr also featured off the bench in Chelsea's 3-1 semi-final win over Manchester United at Kingsmeadow.
The Australian captain came on in the 68th minute of the Blues' triumph on Wednesday, shortly before United goalkeeper Sophie Baggaley was red-carded.
Kerr has been part of Chelsea's past two League Cup triumphs, scoring a hat-trick in the 6-0 thumping of Bristol City in last year's final.
Kennedy and Raso, both in their first seasons at City, are chasing their first domestic honour in English football.
